It's based on target player count, yes.
Why do you want to count inactive and ghosts?
Because the ghosts represent the difficulty. Say that is a "low period" (we had some of those) and in master or grandmaster there are only 5 players. It doesn't mean that it is easy to climb the scores because there may be really good ghosts as opponents.
So yes, as elvenmonkey said, I would at least consider the scores of all the players that participated in season 1 . Those players left ghosts around and because those are around opposing every player in their score range.
Anyway I would also say that this is the cherry on top. The proposed versions are already better than the existing situation. As usual let's improve, although a bit, rather than being bogged down in endless discussion that do not help to get anything done.
Of the two subdivisions that you proposed, I like more the second, where the score ranges for the leagues are not so small. The one with master up to 2100.
