Percentage chance to hit. When is it calculated?

There are basically two ways this could work:

• When a shot is fired, the chance to hit is calculated and the shot is determined to be a hit at that point.
• When the shot arrives at the target, the chance to hit is calculated at the point it arrives at the target.

The reason this is important is because many bots are currently using the meta tactic of "dancing" into and out of the longest range. Since the projectile takes time to arrive at the target, the chance that it hits will vary based on the time at which the hit is determined.

So, is the chance to hit determined at the time the shot is fired or when it collides with the target?
