The problem is that this is a global game. Deploy time limit should be atleast 12h. Maybe 16h ...
I still think a pre deploy to all maps is the best solution.

I'd say 24h. If in 24h one is not available, then, well, it happens it will be for the next time.

24h is ok since it is around the world. More than 24h... maybe (since we have real life too). Maximum though: 48h.

IMO even 24 or 48h. Pre deploying sounds really good to me.
