Time left/passed milliseconds

Please allow to specify milliseconds after the dot in time left/time passed conditions. There are situations, when exact tick is important.

Imagine I want to find time duration between 2 events. When event 1 occurs, I'm adding "time left" to some counter. When "event 2" occurs, I'm subtracting "time left" from same counter. Currently obtained duration has precision of 1 second, so I have to use additional counter to store time in ticks instead of build-in time counters.

With this in mind I'll argue I would ever use built-in time counters over custom tick counter. So what the purpose of built-in counters then?

Simple solution, gfx could add an option under counters that says "1 tick (about .25sec)" or whatever it is.

I figured out how to use counters with time ticks, so you can ignore my previous statement. No changes are necessary. Sorry for any trouble caused. >_<'
