Choose tie breaking rules

While I'm not sure it would be possible to ever remove the possibility of it having to choose based on initiation order, I think it would be a cool idea if we at least had some control over it (which would also allow for helping more efficient aiming in some cases).

For example what if we could do weakest then weakest shield which would check in this order
1. Weakest
if still tie then 2. Weakest Shield
if still tie then 3. Weakest ratio (because of number 1)
if still tie then 4. Weakest Shield ratio (because of number 2)
if still tie then 5. Closest (last choice)
if still tie then 6. Initiation

Or if you did strongest,then furthest
1. Strongest
if still tie then 2. Furthest
if still tie then 3. Strongest ration (because of number 1)
if still tie then 4. nothing (because of number 2)
if still tie then 5. Closest (last choice, guaranteed to fail)
if still tie then 6. Initiation
