That's a way to incite new players to keep their AI size reasonable and reduce the chance they eventually realize they went overboard and quit the game by lack of motivation to optimize or restart from scratch. This is 100% AI dependent. Under normal circumstances, blue should win because the machine gun will be forced to retreat before it can do any meaningful damage. However if blue team ignores that group of bots, then red might have a fairly meaningful advantage

Currently, it is impossible to do what you describe without using team tags as Jeffrey describes. The only problem imo is just the nature of using tags in general with anything that involves untagging something, as you need to be very careful to not tag too often

To address Pier's early results, I believe it is better to keep it a week apart or more since it takes a full week for someone to fall of the leaderboard

I don't know where to start without seeing it in action, but your node to attack low health low shield enemies seems extremely dangerous to you, especially if you are a sniper or at low health/shield and under attack
